Development Officer required by a Housing Association to assist in the delivery of new build houses
Your new company
The services of Hays have been retained by our client, an established Housing Association, to recruit a Development Officer (New Business / Growth) on a permanent basis. Our client is a growing Housing Association that are working hard to provide suitable homes for tenants and are actively developing new homes across the province.
Your new role
Reporting to the Development Manager, you will be responsible for identifying, negotiating, and securing new development opportunities to assist in the Associations growth strategy of commencing 200 new homes every year. Your main duties will include:
Proactively identify areas of housing demand for social/affordable housing and support this with local market research from estate agents and surveyors;
Establish a working relationship with NIHE Place Shapers and the NIHE Development programme Group;
Work within a cross Directorate team to ensure opportunities are aligned with Business Plan needs and current stock profiles - seeking input as and when required;
Identify/establish/build relationships with agents/vendors/surveyors/political representatives/banks etc to identify new opportunities;
Proactively network and have a corporate social media skillset and contribute to the Associations communication strategy; Identify and build an analysis of current market trends for all tenure types, ensuring the results of research for selling/private renting new homes, is built into the financial viabilities, risk analysis, cost plans and marketing strategies to allow for a precise financial appraisal to be undertaken using the appraisal model;
Produce/seek initial planning feasibility reports and action any recommendations arising;
Undertake the required due diligence to assess the viability of a development opportunity and make recommendation to purchase (including financial viability);
Procure and oversee feasibility due diligence surveys, developing an understanding of risk/costs to determine completion or otherwise of purchase;
Risk Assess and establish live risk registers for proposals.
What you'll need to succeed
To be considered for this position you must possess:
A minimum of two years' experience working in residential development with a relevant degree level qualification in property development, surveying or construction. If you do not possess a degree level qualification, you should possess a minimum of 5 years housing development experience (i.e. estate agent, valuer, site feasibility);
A valid driving licence and access to a car;
A confident communicator who delivers high levels of customer service to all internal and external customers; Ability to assess risk and escalate issues as required;
Good financial awareness;
Good NI property market awareness;
NI Planning policy awareness;
Knowledge of development processes and contracts;
Knowledge of Northern Ireland Public Procurement Policy;
Knowledge and experience of successful conveyancing processes.
