Quantity Surveyor / Procurement Manager required by a Housing Association to join their Development team

The services of Hays have been retained by our client, a large Housing Association based in Belfast, to recruit a Quantity Surveyor / Construction Procurement Manager to assist their New Homes Development team. This role is initially offered on a fixed contract basis for a period of 12 months with the possibility of further extension.
Your new role
Reporting to the Development Director, you will manage the procurement of technical goods, works and services for the Development Directorate. Your role will extend to assisting in the management of the Association's Social Housing Development Programme.
This will include:
Managing and reviewing the Consultant Framework through the operation of mini-tender and call-offs;
Managing and reviewing the competitive processes for design competitions, Land, Design and Build projects, Joint Ventures;
Assisting the Director to formulate and prioritise the Development Programme and prepare the annual bid; Maintaining a good working knowledge of NEC Contracts, and providing advice internally on any contractual matters.

What you'll need to succeed
To be considered, you should possess a relevant 3rd level construction qualification with at least 3 years relevant experience as outlined above / below. If you do not possess a 3rd level qualification, you should possess at least 5 years' experience as outlined above / below:
Excellent demonstrable IT knowledge of Microsoft MS project management, costings and spreadsheets; Experience in property and development contracts e.g. conveyance / JCT / NEC / consultant service contracts, with a clear understanding of the roles and responsibilities of partners in the development delivery process; Experience of preparing business cases and constructing business plans;
Understanding of the development and procurement process and public procurement requirements;
Excellent verbal and written communication skills with good leadership, negotiation, financial reporting and commercial awareness;
Current driving licence with access to a vehicle.
